Precision Sewer Inspections: pre-lining video, post-lining video, and independent findings for sewer lateral lining projects.

Pre-lining and post-lining at a glance

A sanitary sewer lateral carries wastewater from a property to the sewer. A camera inspection records the inside of that pipe. Plan the recording, site access, and submission responsibilities before lining starts.

Before lining

Document the existing pipe and visible issues. Confirm that every section being reused can be recorded, with footage measurements and views toward and away from the sanitary sewer.

After lining

Record the accessible interior after installation. Review visible conditions and any inspection limits alongside the contractor’s installation records.

Who handles what

PSI provides the agreed camera documentation and independent findings. Your project team handles the application, uploads, utility notifications, and inspection request. Citizens makes its review and acceptance decisions.

Clear answers. Stronger projects.

  • Document what is there. Give your team a shared view of the existing lateral and the conditions visible during inspection.
  • Keep the job organized. Discuss both inspection stages when arranging your project so the camera work fits the lining sequence.
  • Make the findings useful. Share video and a plain-language findings summary with the people planning, performing, and documenting the work.
  • Reduce avoidable repeat visits. Review access, recording needs, and project details before the appointment.

Before lining: document existing conditions

Start with a camera inspection of the lateral before rehabilitation. PSI records the accessible pipe and reports what the camera shows, including visible concerns and any limits on the inspection.

For projects following Citizens’ lateral-lining process, discuss coverage of every section being reused, footage measurements, and recording toward and away from the sanitary sewer. Confirm that the available access allows the required recording before the appointment.

After lining: document the finished lateral

Once installation is complete and the line is ready for inspection, arrange post-lining camera work. PSI documents the visible interior condition and records findings your team can review alongside the installation records.

Camera documentation shows what was visible at the time of inspection. It does not replace Citizens’ review, required inspection, or the installing contractor’s responsibility for the work.

Book the camera work around your project

  1. Share the job details. Call or email with the property address, your contact information, the inspection stage, and any permit or reviewer instructions.
  2. Confirm the scope. Discuss access, pipe conditions, recording needs, availability, price, and how the documentation will be delivered before booking.
  3. Prepare the site. Make the agreed access points available and coordinate any cleaning or other preparation needed for a useful inspection.
  4. Review and submit. Review PSI’s documentation with your team. Keep responsibility for the permit, required submissions, and Citizens’ inspection request with the contractor or applicant handling the project.

Scheduling is confirmed directly with PSI. Sending an inquiry does not reserve an appointment.

Frequently asked questions

Is this service for contractors working in Citizens Energy Group’s service area?

Yes. This page is for contractors arranging camera documentation for sanitary sewer lateral lining projects connected to Citizens’ system. Give PSI the job address so we can confirm whether the location and inspection scope can be accommodated.

Does Citizens require camera video before and after lining?

Yes. Citizens’ lateral-lining process for existing sanitary laterals requires pre-repair video before review and post-repair video after installation. Plan both camera visits with your work sequence.

Are camera videos the only Citizens requirement for lining?

No. Section 404.06 of Citizens’ 2026 sanitary standards evaluates lateral and private-sewer lining case by case and requires an approved variance. The application identifies the lining material, curing method, and installation contractor. Your project team handles those requirements along with the permit and inspection steps.

How should the pre-repair video file be named and submitted?

Include the property address and an indication that the file is the before video. The contractor uploads it to the designated Box.com folder, then emails REACH@CitizensEnergyGroup.com to notify Citizens.

What happens after the post-repair video is recorded?

The contractor uploads the post-repair video and requests a lateral inspection through Citizens’ permits and forms page. If the work required excavation, keep the trench open for Citizens’ inspection.

Does the fact sheet specify every recording detail?

The lining fact sheet does not give a separate post-repair filename, recording direction, measurement starting point, or file format. Confirm those details and any additional project instructions with Citizens before arranging the camera work.

Can I arrange both inspections together?

Ask about pre-lining and post-lining camera work when discussing the project. We will confirm scheduling around your installation sequence and availability.

What documentation will I receive?

Discuss the video recording and plain-language findings summary with PSI before booking. Confirm file format, delivery method, recording coverage, and any additional documentation your project requires.

Will PSI upload the video or handle my permit?

The contractor or applicant should plan to handle the submission and permit process. This page does not include an upload or permit-management service.

Does a PSI inspection guarantee acceptance?

No. Citizens controls its review and acceptance decisions. PSI provides independent camera findings and documentation; it does not issue permits or approve lining installations.

What if the camera cannot complete the inspection?

Access, obstructions, flow, and pipe conditions may limit what can be recorded. PSI will identify inspection limits and discuss what additional access or preparation may be needed. Agree on any additional work before it proceeds.

How much does contractor camera work cost?

Call with the address and scope for project-specific pricing. Confirm the cost for each inspection stage and any additional access or preparation before booking.

Will PSI recommend repairs or a contractor?

Repair consultation is offered only when you explicitly ask for it. Our sister company, Indiana Drain Company, offers optional service separately from PSI’s inspection findings. You may choose IDC, another provider, or no additional service. Your findings do not depend on that choice.

Is PSI affiliated with Citizens Energy Group?

PSI is an independent inspection provider. References to Citizens identify the utility and its project requirements; they do not claim approval, sponsorship, or affiliation.
